We got a bill in today’s mail with this message near the top margin. What does it mean?

Actually, no, it doesn’t. From the General Questions Rules and FAQs:

You also directly violated the rule I quoted. There was no need to be snarky about it. You could have just posted the answer if you simply wanted to be helpful. Don’t do that again.
