Yes, that was the attitude, and, honestly, I’m glad that things have changed. I think that the ethical standards of international adoption have gone up, which is good. I also think that there are a lot of children who need a family who won’t get one because of the stricter standards. I hope that the next set of changes (who knows when that will happen) will find a way to keep the ethical standards, and extend them in ways that put more children in permanent homes. Circling back to the OP, letting some people ignore the rules (for whatever reason) only makes things worse in the long run.
