When I get a bounce that it can not be sent, I get this notice.

Whats up with mpls-mailin.inet.qwest.net? That’s a different server, no?
Is it something where his inbox goes to a different server that he can’t clean out?
Log into his account at the Qwest website and see if he has a spam folder that is full. I had this problem with a client recently (their ISP was Verizon), and Verizon had just created a spam filter that was putting all suspected spam in a folder, but not deleting it. When the folder filled up and exceed the maximum capacity of the account, all new mail was bounced.
