In The Avengers episode, “Castle De’ath”, Emma Peel is shown playing a set of
miniature bagpipes, about 10 or 12 inches long total! I have never been able to find one. A British music shop once told me they are called “doodlebags”(not doodlebugs), but I don’t know how accurate that is. Does anyone know where to get one?! johnlockwood476@gmail.com

I never heard of a doodle bagpipe. I would guess she was just using minature or half-size pipes.
You may try searching under “dudelsack” instead of “doodlebag”:
do you have a picture or video of the scene? it sounds to me like smallpipe or parlour pipe of some sort. Here’s a link to some pictures of pipes other than the Great Highland pipes.

Didn’t see the Avengers episode, but bagpipes come in many flavors. What you discribed could be small pipes, lowland pipes, or kitchen pipes…which have some overlap in terms of definition. These are all mouth blown pipes much smaller than the great highland pipes we associate with manly men in kilts.
Dudelsack is the German term for bagpipes in general, but the most common German traditional bagpipe is known as a Bock (ram) after the stylized rams head decoration at the chanter (melody pipe) stock. Bocks are bellows blown and typically have a single drone that hangs downward with an S shaped fold in the middle, and a Saxiphone like J bell at the end.(oftem made of a bull’s horn)
There’s a reason they’re called the “Great Highland Pipes”.
