In case you don’t really have your answer yet, this is why it was funny:
Norm was saying very disparaging things about ‘Carrot Top’, who is a comedian other comedians love to hate, so he’s the butt of a lot of jokes. So Norm kept interrupting the interview with funny-yet-scathing comments on guest’s movie, because Carrot Top was in it. When Conan was about to go to break, he said, "The movie is “Chairman of the Board”, which opens next week. Then offhand, he quipped to McDonald, “Let’s see you do something with that, you freak.”
Norm rose to the challenge and said, “I’ll bet they spell Board B-O-R-E-D”. In other words Carrot Top’s moving will be boring.
The humor in it was A) the funny challenge from Conan, calling him a ‘freak’, and B) the totally unexpected yet witty reply from Norm.
If you’re not an english speaker, or not a native of North America, I can see why Norm McDonald’s humor can be hard to parse. He doesn’t generally deal in ‘jokes’, but in situational comedy, comedic timing, carefully selected over-the-top statements, irony, and comedy through repetition and call-backs. A lot of it is pretty deepy situated in the psyche of your typical North American, and might not be funny at all to others (or to many Americans who don’t ‘get it’).
I thought that was really funny too because it’s obvious he thought Norm really couldn’t come up with anything and was surprised when he did.
