In the sixth picture down, the article shows a “five-way latch” on the gate to the cell tower.
I’m trying to figure out how this thing may function, but it’s breaking my brain. Any ideas on the operating principle of a latch like this?

I’m trying to figure out how this thing may function, but it’s breaking my brain. Any ideas on the operating principle of a latch like this?
There are five “sleeves” associated with the left gate section, hollow, and stacked one on top of the other. Only the bottom sleeve section is attached to the left gate. There is a post that runs down though those five sleeves. The post is locked to the top sleeve section with the top lock you see. The guy with the key to the top lock unlocks it, and lifts the post up out of the hole in the ground.
The guy with a lower key unlocks a lower lock, and lifts up the post, still attached to the upper sleeve sections, up and out of the hole on the ground.
