Could I be arrested for carrying fake drugs? Let’s say (for whatever reason) I had soap powder wrapped into neat packets and stashed in a car and the police found it? I’m sure I’d be taken to the station, but what would happen when the “drugs” were found to be fake? Have I committed a crime?
They might beat you with a “fake” rubber hose and impale you on a “fake” broomstick before the results come back from the lab.
Well you haven’t commited a crime carrying soap powder so I would say no. No doubt one our learned colleagues will prove me wrong. I would have thought that it’s the same thing as carrying large Rizla in your car, it’s obvious what they are used for, and the police in the UK will use this as an excuse to search through your car to a greater extent, but providing you don’t have an illegal substances in the car then they can’t charge you with anything relating to drugs.
You may end up pissing them off so they then go over your car and give you a ticket for something else though!! Probably better off saying “yes sir, no sir” and going on your way!
Yes. A kid that graduated in my class was arrested and convicted (I’m not sure of the exact charge) for selling a kilo of flour to an undercover cop.
Possesion I’m not sure of- attempted sale or purchase of, yes. IIRC, if either party believes that the drugs are real, you can be arrested. Heck, you can be arrested for attempted purchase without real or fake drugs (physical evidence) as long as you believed you were getting drugs.

Most cops smell to test the drugs when they take them from you. Soap would kinda give itself away.
It is not a crime to carry soap powder, no matter how it’s packaged.
It is a crime to possess material intended to be counterfeit controlled substances with the intent to distribute it, however.
And intent may be inferred from the totality of the circumstances. So if you’re standing on the street corner with individual macademia nuts wrapped in plastic, talking to cars as they pull up to you, a fact finder might infer that you were attempting to sell counterfeit drugs. Or they might believe your explanation that you simply love macademia nuts, have chosen to wrap them individually so as to ration yourself, and that you’re a friendly person who enjoys talking to strangers on the street.
