I’m all out of ideas, at least for the time being. I can only suggest posting on the official forums. It seems from threads there that codecs may be an issue, but your crashes appear very specific, which is of course both good and bad.
This thread might be worth keeping an eye on; sounds similar to your problems, but no solution yet.
Here’s another one. Both threads seem to suggest the problem is caused by AI scripting errors.
This is a long thread about your issue. I haven’t read more than a few posts, but it seems quite a few people have the same problems, and the developers are on it.
So, “coc ppurity05” and then “setstage 00014E8B 75” followed by “coc ppurity06”, to allow the spawning inside the memorial, as he said. This should clear the way until the Citadel, at least. I really hope this works.
After exploring the wastes for a time, I went back to my house in Megaton to drop some stuff off, give scrap metal to Walter and so on. I came back at midnight, so I went to bed. When I went back downstairs, someone in power armor was just going out the door.
I run after, and it’s Paladin Hoss. What’s weird is he’s holding what looks like an alien blaster. I determine to find out, follow him for a while, then kill him (with the console - didn’t want to have to fight all of the BoS) and search him. The fucker had stolen my Firelance and all my alien blaster ammo!
He’s not supposed to be in Megaton. I’ve seen him outside the Temple of the Union, as well.
This only works on PC: Go to where you want him to be, like inside the Water plant in Megaton. Open the console and type the following, without quotes: “prid 3b59”, then “moveto player”. Exit the console. He should be right there. If he’s dead, which is not unlikely, open the console again, click on the body (or type “prid 3b59” again) then type “resurrect”. It’s been said that resurrected NPCs sometimes don’t act right. If so, open the console again, click on Walter and type “disable” and then “enable”.
You care because you’re a good human being, and Megaton needs those scraps or they’ll die of thirst, man!
I guess. But I rather like the thieving bugger - I helped him out when he’d screwed up in D.C., and even filled his pockets with stims, missiles, ammo and a pristine Chinese AK before leaving him there.
I have a case open with bethesda Technical support also. I’ll go through those forums.
I kinda messed around a bit too much last night, I ended up with no speech options with my dad and still the crashing.
I tried to reset the mission, then use the console commands to put everyone back in the science lab on RC, Dad immediately started talking to Doctor Li as before. I thought this looks promising. Then when they finished their conversation Doctor Li went for a lie down and Dad just stood there. I tried to talk to him but got a blank speech bubble!
I think I have a savegame from before I messed it up.
So I’ll wait and see what Bethesda technical support say, and I’ll look through those forums.

I gotta admit this game IS boring for at least the first half hour. Not much is happening and your abilities are just starting.
In my experience it just keeps getting better, and has become possibly the best game I’ve played in the last 5 years at least. On a Par with HL2 which I thought wasn’t long enough. FO3 has longevity (if it doesn’t crash at the same bit like it does for me :(, but I got through the game the first time with very few crashes)
Hoss has appeared at my house, and just outside it as well, sometimes accompanied by that initiate. This has also happened once with Cherry. After I escorted her to Rivet City, I was wandering around downtown when I see an explosion and body parts flying through the air. Her head was the only recognizable part. A super mutant with a missle launcher got her. Very bizarre, it makes me wonder what other characters spawn in one’s general vicinity and get killed without you even knowing it.
Where were the blasters and ammo before he stole them? In your inventory, laying around, or in a container? If NPCs appear at random, that’s a bug. If NPCs appear at random and rob you blind, that’s a feature!
One of the things that we were promised with Radiant for Oblivion was actual NPC AI where NPC’s would steal from you and each other, and similar things. For Oblivion, it totally fell flat. But having paladins creep into your house in the dead of night in order to loot your stuff is fantastic.
Apparently that locker is sort of bugged though, as it’s not flagged as yours. Hoss is bugged too. I would really like to have people trying to rob each other, but that would require being able to lock your containers.
One thing I haven’t done in this game is make custom weapons. I’m too lazy (and often too near to over-encumbered) to keep the apparently random items needed to make a weapon.
My favourite non-custom weapons are combat shotgun, chinese assault rifle, laser rifle, plasma rifle, and fat man. Are any of the custom weapons better than these?
I’d also be bugged if I stole from someone and they killed me with console cheating magic.
But, seriously, they really should make that an actual feature. Maybe in Fallout 4.
However, I don’t agree that locking your belongings should eliminate the potential for thievery. After all, you can pick locks…
Now, a fully automated defense grid with turrets and robots, however…
The dart gun is excellent, and especially useful for helping you take out yao guai and deathclaws. The shishkebab is a great melee weapon an with the pyro perk, does some savage damage. The railway rifle is meh. The deathclaw gauntlet is good for fighting enemies who wear armor. The nuka 'nade is devestating. The rock-it launcher seems to be totally gimmicky… but maybe it has some sort of use if you’re out of actual bullets and can pick up some junk that’s laying around. Still, after your first play through, you really shouldn’t ever be out of bullets. The bottlecap mine is also pretty brutal.
I think that bit is quite like the gibbing and dismembering shots you get - it only works if the kill shot is a critical, or somesuch.
And no, locking shouldn’t eliminate stealing, but make it trickier. Maybe then I wouldn’t get casually robbed by allies. Bastard!
My updated list of things I’m hoping for in mods:
Sticking plungers to things, especially super mutants.
Making your own baby carriage mine traps, grenade bouquets, shotgun traps etc.
Actual NPC thievery.
Turrets to buy/build.
