It’s not the music, it’s the commercials; IIRC, the commercial actors’ union is clamoring for more money because bitcasting enables radio stations to reach anyone with Internet access instead of just the local audience. Several Clear Channel stations have found a way around the problem by changing their bitcasts to music samples when their broadcast goes to commercial. Visit a Clear Channel website (e.g. BIG 100) to see & hear how this works. Other commercial stations have simply decided to cease all bitcasts. NPR, of course, has no commercials so they have no problem with bitcasting.
