Look, there are millions of people in that country who, for thirty years, have been caught between the various factions – Soviet, Taliban, Northern Alliance, and now American. None of them want this. They try to escape, and no country will let them in. A few of them got on a boat shortly before the 9/11 crisis, and were turned away from every port they went to.
