Where is a cool but inexpensive place to get married near North Little Rock?
I’m going for the Old Mill just down the road. Everytime she sees Gone With the Wind she can stand up and holler, “I got married there!”

Yeah, when I thought about it after posting, it’s probably closer to me than to you.
I go to the fall fair there almost every year.
Does Little Rock still have that japanese garden in that park …? I have no idea the names, it’s been a while.
I don’t know of one…War Memorial Park? The zoo is near there.
Talk to the folks at Camp Mitchel on Petit Jean Mountain, they have a cool open air chapel right on a bluff overlooking the valley to the south.
The Old Mill is coming out on top, given our small sample. 
You might look at Hot Springs. I always stop and walk the trails at the big park downtown. It’s right there on the main drag through Hot Springs not too far from the Wax Museum and the free public Water tap to get the spring mineral water. We usually fill several gallon jugs when we are there.
I’m sure there’s other places outside Hot Springs too. Over there by the lake. But, I’m most familar with that downtown park and all the pretty exhibits they have setup by the trail. I can’t recall if they have any Pavilions you can rent or not.
Another nice place in Little Rock is Murray Park off Cantrell (it’s on Rebsamen Park Road). It can be pretty busy on the weekends.
Just get married on the front steps of the Capitol building.

The third time is a charm.
Just a drive-by based on nostalgia. I lived just a couple of blocks uphill from The Old Mill (Lakeview Road) and spent hours and hours playing there as a free-range kid in the 1970s. It’s by far the best location on your list.
