FEMA Power Trucks?

Please help fight my ignorance, or confirm that a cartoonist is a blithering idiot. This cartoon shows a FEMA bucket truck hooking up utility power lines.

In a literal sense, such a scenario seems highly improbable at best. Isn’t it utility owned trucks who do line repairs, 100% of the time? Isn’t it the utility companies who chainsaw broken trees, remove obstacles, etc.? In short, isn’t it the case that FEMA has very little (or nothing) to do with getting the lights turned back on?
