If a place serves a lot of risotto, it could easily be some junior chef who does nothing but stir rice for a six hour shift.
I’m pretty sure this is illegal in Italy. Might even get the death penalty.

I’ve seen people complaining about expensive small portion sizes for decades. Nothing new there. But badly cooked food is something else. Sending something back seems perfectly appropriate in such a place.
