No. Moderators cannot change a member’s title; an admin will have to do that when one has a chance.
Suspension is essentially a limited-term banning, hence the default to BANNED.
Not exactly. VBulletin gives mods the option of banning members for some specified amount of time (a suspension), or permanently but to actually change the title from BANNED to SUSPENDED requires admin intervention, I believe.
