I have a second refrigerator that is in our walk-in pantry where we keep drinks mostly. It has a built-in freezer on the top that measures 22.5" wide X 14.5" wide X 17.5" deep that we often use for secondary storage. It doesn’t have an ice maker or any kind of shelving in it so it’s basically just a large box. Is there some kind of pre-made shelving that I can get so I can organize it better?

We use milk crates. Your freezer is too small to use 2 regular milk crates. The actual outer dimensions for the larger rectangular style are 18 ¾” x 12 7/8” x 11”
Any kind of vinyl-cladwireshelving will work great. I usually see it in the home organization sections at like Walmart and Target. Look for whatever configuration meets your needs.
I’d stay away from anything that’s not vinyl-clad, though: 0[sup]o[/sup] bare metal isn’t the most pleasant thing to touch. Plastic will have a tendency to be get rather brittle.
Use closet organizer shelving. You should be able to drive screws into the sides of the freezer without harm. Just push on the sides to find spots where nothing is underneath. Unfortunately the sides of the freezer may be filled with polystyrene foam, so you could pull the liner, or take your chances. But it’s unlikely there’s anything on the sides. Come to think of it, I’d drill through the liner, then poke around through the hole to make sure nothing is there.
The Home Depot has wire shelving that is one-foot deep and comes in eight-foot lengths that can be cut shorter. The Container Store has similar shelving, but in 12", 16" and 20" depths. So the 16" depth shelving would take up most of the depth of the freezer described in the OP.
That first link is almost exactly what I got for my shelfless freezer, except mine came in a three-pack of various lengths. Very cheap, easy to find at Target, and it’s lasted two years without any signs of wear.
