Can’t be them … the very first item on their “Patient’s Bill of Rights” says the patient can: “Exercise these rights without regard to gender, disability, diagnosis, economic status, educational background, race, color, ethnicity, religion, ancestry, national origin, sexual orientation or marital status, or the source of payment for care.” (bolding mine).
In addition, it certainly sounds like they’re set up to accept cash:
"When you come to the registration desk, please bring the following items:
Current insurance cards
HMO or insurance co-payment if applicable
Patients without insurance are required to pay a deposit. The deposit amount will vary depending upon department and anticipated services." (again, bolding mine)
Agreed, Sauron, when I looked those guys up they certainly appeared able to take cash. The co-payment thing is almost always cash as well. Their policy seems to support taking in a person in his condition and circumstance, of course people don’t always follow policy.

It was Santa Cruz Medical. I’m still unconvinced this guy would tell an outright lie for no good reason.
is it possible he exagerrated the details of the situation in order to tell a good story? it’s a common tactic among humans.
He probably didn’t think you’d publish the story on the internet for thousands of people to analyze.
I’m a lot less convinced that Santa Cruz Medical didn’t follow their own procedures for no good reason. There are a couple of potential very good reasons why they could have turned him away as has been mentioned: they weren’t equipped to handle the injury or they realized that he was illegally trying to subvert workman’s comp law. My money is that your friend is full of crap or not bright enough to have understood what really happened.
