This sort of thing can vary wildly from place to place. Around here, it’s far more likely to be FedEx that is useless. UPS is generally very reliable in my neighborhood.

A lot of people complain about UPS deliveries–but are too cheap or lazy to set up a parcel mailbox–where packages are to be delivered to.
Sorry, clearly it’s my fault for expecting a company that I pay to deliver shit to me doesn’t do their fucking job, and then when I go through their useless claims process I’m told that I should go door to door and ask everyone if they happen to have my package because their driver “got confused,” i.e. he’s an illiterate moron who can’t read street signs. I never realized getting a package delivered to my home involved canvassing the entire neighborhood.
UPS and FedEx do a fine job in my rural neighborhood. Amazon’s own delivery “service” on the other hand isn’t worth a fart in a wind storm.

If they claim to be able to deliver to your address, they should deliver to your address. If they can’t, then say so.
FedEx can be relied upon to get it within about 20 houses of my address, and almost 80% of the time actually to my house. Of course when they do,I get to see them throwing my new monitor out of the truck - about a 30” drop. Let’s hope the packaging is made for that. Or I get to see the driver literally dropping my new PC out of her hands. Let’s pray for Fed-Ex resistant packaging again. Normal house, normal neighborhood, house number on curb, garage-door and mailbox.
In a certainly rare moment of honesty for them I got the UPS rep to admit they used a replacement driver and he most likely just dumped my package somewhere. You’d better believe I’m saving that shit and contacting a lawyer. I don’t fucking care if it costs me 1000 times what the item cost. Someone at UPS is going to fucking pay.
And no, I didn’t record them, they left a voicemail message where they admitted they lost my stuff.
Are you the intended recipient of the parcel? If so, then you don’t have a claim against UPS; any claim you have is based on the (implied) contract between yourself and the seller, and will be adjudicated on that basis. If you’re the shipper, then you can have standing to pursue a civil claim against UPS.
Please understand that the above is based on my layman’s (incomplete) understanding of contract law.

I’ve dealt with the seller. They are refunding me and were interested in hearing the voicemail.

Not a big fan of them either, but UPS is the one that fucked me most recently, so here we are.
I can’t stand UPS but for different reasons. I’ve been ordering packages and having them shipped to a friend in Canada for years now. It’s always been just order, choose their address in Canada, and they get it a few weeks later. But this last time, I ordered an item that was $20. UPS was the carrier and when they went to deliver it, they demanded a $17 ‘brokerage fee’ before they’d hand over the package. This isn’t normal import taxes, etc. This is specifically a fee they charge for the ‘service’ of bringing the package into Canada. It’s utterly ridiculous and an outright scam if you ask me.
I have literally never had a significant problem with UPS or FedEx, other than things arriving a day or two late. The only modest problems that I don’t really blame them for is annoying travel to a pickup center because we had to sign for alcohol shipments.

Several times, my UPS delivery person has put a “missed you” notice on my door rather than actually delivering the package. I know because I’m in the room next to the door and have been when I’ve gotten the email notice that I’ve missed delivery. My complaints went unheard, just cut and paste about how to get a missed delivery.
