I’ve only lived in Williamson Co. for five years, but in my experience the differences between the Travis County parts of Austin and Williamson County (some parts of Austin are in WC) are very minimal if not nonexistent. However, there have been several police shootings in Travis County Austin since I have lived here, and none in Williamson, for what that is worth.
Mind you, whatever problems there are in Williamson County, none of it means that the OP is credible. I think this is a case of notoriety feeding delusions.
Totally agree about OP’s extent of accusations. Just saying about how Wmson Cnty is/was notorious (and widely known amongst most Austinites I knew back then, including APD and Travis Cnty LEO’s), for some nasty tpe of tactics/treatment from LEO’s, that’s all. 
I had a very unique insight as I sat for dinners and other ‘engagements’ with members of all three depts (APD and both Travis/Wmson Countys) quite often and overheard stuff that made me quite disgusted more often than not.
So, has there been enough “information” posted by the OP to figure out what case they’re referring to?
Insomnia can cause all sort of mental problems… coincidence? I think not… ¬¬
