If I regularly smear myself in Rogaine, will I grow wolfman-like hair? Also, given the amount of time and Rogaine this would take, would there be toxic effects?

No, and no.

Rogaine only regrows hair on the scalp, not your palms etc.

Palm hair comes from something else … and you don’t need medication to get it either.

I’m sure I’ve seen a post by Qadgop saying the pills made his patients hairy everywhere. IANAMD but I can’t think of a mechanism that would cause hair growth only on the scalp.

It’s important to keep in mind that minoxidil [the active ingredient in Rogaine™] was initally and primarily developed as a antihypertensive [marketed as Loniten™]. The hair growth was just an observed side effect.

Without going into all the specific medical risks (there are quite a few), I’d call it unwise to bathe in heart medication.
