Plus many people in the kingdom think (correctly) that Cersei is a brotherfucker, and Loras might not want to taint his and his family’s name by marrying her.
I’m not sure of that. I think she has no objection to him, and would be delighted to get the hell out of King’s Landing as his bride, but I see nothing to suggest she’s “head over heels.”
