Is there somewhere that we’ve established what the legal requirements/options are on having a reagent? His character makes a lot more sense if he’s young.
I took the “law” to be once someone is of age or is married, they no longer need a regent. I’m guessing Tommen is 15-16.
Have they really said how much time has passed on the show?
Gilly gave birth in S3E03, and we saw her baby this episode. It was what, six months old? A year?

Tommen hasn’t been ruling on his own any more than Joffrey did. Cersei was acting as Queen Regent just like she did for Joffrey right up until he was arrested, then Pycelle sent for Uncle Kevan to take over as Lord Regent and Hand of the King. Granted it doesn’t look like the age of majority for Westerosi monarchs set in stone and the line between regent & advisor blurs a lot (just like in real life). Plus like enalzi said Tommen may have technically come of age simply by marrying Margaery; that also has real life precedent.
What does it mean to be shown having sex? I doubt that lying in bed without a shirt on counts as having sex. Or else I need to go to confession.
The actor himself says Tommen is 12.
The timeline of that baby doesn’t really hold up to scrutiny I don’t think. Fat Walda got pregnant in season 5 and gave birth in season 6. Gilly’s kid should probably be 2-3, but I guess it’s hard to fill that roll?

Well, Walda announced her pregnancy in season 5 and she gave birth this season. Total is probably 6 months to a year.
While it hasn’t been directly stated on the TV show, my understanding (based on the Wiki) is that the age of legal majority in Westeros is 16.

There’s multiple lines of evidence that Tommen is supposed to be at least 16, and probably 17 or 18.
- The casting of a 17-year old actor
- Lack of a regent, while Joffrey had one at first
- UK law on depiction of underage characters having sex
- Even though they depict some very skeevy situations, GoT probably isn’t going to show a character who is supposed to be underage actually in bed just after having sex with an older character even if there’s no nudity or simulated sex. Even GoT has some limits.
Isn’t Kevan his King Regent?
Margaery goaded Cersei with the fact that she was no longer Queen Regent, and Kevan is not Regent either, but just Hand of the King.
No. (Anyway, there’s no such thing as a King Regent. A male regent would be a Lord Regent. Kings are de facto Regent, Queens are only Regent in the absence of a king.)
I thought Joffrey was ruling on his own as soon as he took the throne in the show. I don’t remember Cersei ever acting as Queen Regent. Maybe that happens later on, but when Joffrey first took the throne everyone deferred to him and he was all “I AM THE KING.”
As I said, Cersei was unable to control Joffrey very well. Robert’s will designated Ned Stark as Lord Protector (Regent) during Joffrey’s minority, but Cersei tore it up and had herself declared Regent.
Apparently Tommen appointed Tywin Lord Protector when he succeeded Joffrey, but there’s been no mention of another Regent since Tywin’s death.
Well Kevan was wearing the hand of the king brooch and sitting at the head of the table during the small council meeting. They haven’t shown Tomnen doing anything related to running the kingdom, I assume the council are the ones doing that.
The small council ran the kingdom while Robert and Joffrey were kings too. They do so whether or not there is a regent.

In fact, the king didn’t actually rule at such an age, the former regent, first minister, council of advisors or whatever were in charge, but technically, he could rule in his own right. And in such cases, when exactly he began to do so varied a lot, depending on circumstances, the interests and personality of the young monarch, the willingness of whoever was actually in charge to renounce to exercising power, etc…
It doesn’t seem much different in Westeros. Tommen might be legally of age and technically ruling the kingdom while not actually doing so. But in fact, it seems to me that he isn’t more limited than Joffrey was. They were leaving the latter kill and humiliate people, but I don’t remember instances when he actually was allowed to decide about any matter significant for the kingdom.
And personnally, I too perceive Tommen as being about 14.
