I see gas cylinders with tubing that leads to man holes every now and then and was wondering if anyone new what they were used for? Most of the time they are just kinda haphazardly laid on the ground with the safety caps off pumping whatever into manholes. I thought there were regulations about gas cylinders needing to be attached to something solid, etc.
