GE Profile Convection oven...no fan

I have a GE Profile convection oven (gas on top, electric inside), and as the title says, the fan doesn’t spin up. Since we got it, it’s sorta kinda worked sometimes, sometimes not, but I put off calling and put off calling and now it’s a month out of warranty. Anyways I’ve checked and the fan does spin freely (by hand). I pulled it out and the motor spins up when 120v is applied to it. But this is where it get’s hard. I checked the leads going to the fan and when I put the oven in convection mode it says 50v.

Okay, retesting the leads, when the oven is in convection mode, the voltage across them is 47.5V when the light is on and 53.5V when the light is off. (I figured it had something to do with the door being closed, but the voltage changes to 47.5V when the door is closed and the light is turned on, probably negligable)
Anyways, according to the manual the fan isn’t supposed to spin up until the oven reaches the preset temp, but when it did work, it spun the whole time wheather it was at the correct temp or not.

So, I’m guessing the next step is to pull it the stove out and check the relays and/or boards.
Does anyone have any ideas? Due to the fact that it was acting in an odd way to begin with (sometimes working, sometimes not, spinning the whole time instead of just when it reached temp), that it’s something somewhat major like a circuit board, but I’m open to any thoughts.
Could it be a bad resistor? Why would it be sending out only 50V? Any ideas?
