I heard about this on NPR this morning:

Apparently this woman in Glasgow, Scotland has racked up 20,000 pounds ($32,000) in parking fines over the last three years for illegally parking in the main square. She’s paid about 12,000 pounds ($19,000) of the fines. She continues to park illegally on a near-daily basis.
More money than sense? Or making a point.
I guess they have bylaws that prevent the city council clamping or towing her car.
Takes all sorts.
