If you’re still interested in the first movie, it was probably “America Sings with Kate Smith” (a short subject the IMDB description doesn’t mention specific songs, but she did sing patriotic songs). If you mean feature films, it would be “This is the Army.” Again, Kate Smith sung.

Irving Berlin wrote “God Bless America” in 1918 for his Broadway musical “Yip Yip Yaphank”. It has been extensively reused since.
