There is a proposal, in the ongoing debate about who should be sovereign over and govern Jerusalem, that God should be declared the sovereign of the City of Jerusalem.

But as this editorial mockingly points out, how does God as sovereign deal with police, judiciary, street sweeping, health inspections, building permits, etc.?

God as soveriegn of the city has a certain neutrality and “people of the Book” symmetry to it. It seems to resolve the philosophical fights over Jerusalem as an Israeli or Palestinian city. But it does nothing to resolve the debate over who governs the city on a practical basis.
Indeed, it could polarize issues, in that whoever runs the city is effectively claiming to be a/the agent of God on Earth. For example, if the Israelis continue to govern the city, Palestinians could be doubly offended: that they aren’t governing what they see as their capital and that the Israelis are acting as the putative agents of Allah. Substitute “Yahweh” for “Allah” and Israelis would say the same thing if the Palestinians were made the human governors of Jerusalem.
