Upon re-reading I saw he mentioned the “game warden” but I don’t know if that was the local office or what. The main office for the county/state might take a bit more interest, especially upon hearing that someone’s shooting onto someone else’s property to do it.

Time to call your local Game Warden or State DNR (Department of Natural Resources). Keep track of all the deer being killed, get pictures.
