The OP only mentioned calling the sheriff, not the DNR.

Upon re-reading I saw he mentioned the “game warden” but I don’t know if that was the local office or what. The main office for the county/state might take a bit more interest, especially upon hearing that someone’s shooting onto someone else’s property to do it.
