So I was checking out Google’s cache of www.google.com and it gave me a disclaimer near the top of the page that says Google is not affiliated with the authors of this page nor responsible for its content.

Its easier to leave it that way, instead of making one change which could result in lines of code.
In the same vein, you can Instant message your self. I assume for the same reason.
As Meeko noted, that is the generic header box that Google slaps at the top of all cached pages. In order to remove the disclaimer, they would have had to write a second header box (or code to further modify the current box’s contents) and then write code to identify every Google page that got swept up in their caching process and tag those pages so that they got the alternative text.
