But even if there are no difficulties for voters (not a given) to secure such, it’s another noticeable delay, with minimal mentions of how such requirements would work with mail-in-ballots and would likely affect individuals who can’t afford to take even MORE time to stand in line for physical voting. IE it’s yet more voter suppression, where it’ll be easier for older, retired, and rural voters (which tend heavily to (R) of course) to vote even with the new requirements, but make it harder for working class, urbananites, especially in high population (and leaning (D) of course) cities.
Yeah…this “government does not work, so let’s not fund it at all” concept is really getting old. People want to move on from Trump, Johnson and Vance. Think up some new scheme, GOP!
For most Democrats (I would hope), this isn’t about which side stands to benefit politically. There’s no good reason to potentially disenfranchise anyone with this “solution” to a completely made-up problem.
The budget bill must start in the House. The Senate can’t pass anything first
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
The Senate can take any bill that has already passed the House that has any revenue-related provision in it, strip everything out of it, and insert their language for a continuing resolution. Technically the bill “originated” in the House even though the only thing that remains the same is the bill number. Several appropriations bills have passed the House but have not been acted on by the Senate, those are likely vehicles.

Very simple solution. “only those who are lawfully allowed to vote, will be allowed to vote.”. and watch heads explode fighting over that!
Why fight over that? That’s already the case.
The House GOP is abandoning their former strategy (and Trump’s furious demand) that they include the SAVE Act in the CR. House leadership has unveiled a CR to fund the government through December 20 without the voter ID requirements. Details have not been revealed, but it’s likely to continue funding at current levels with some limited plus ups to things like defense and disaster response. Like everything else of any consequence this Congress has done, it will pass due to Democratic votes.
It will include increased funding for the Secret Service. Surely Trump won’t object to that.
This will come again in early December. Then congress will have no political need to prevent government closing down.
Nor a political need to cause it.
