If you lock onto them and keep shooting them in the torso, they will take a while to kill. But use the left joystick while locked onto a target to get a headshot and they drop straight to the ground, no twitching.
How do you get to the top? Maybe I’m just not very observant, but I couldn’t find a way into the building and I didn’t see a window washer’s lift on the side.
Also, if anyone knows where I can find a helicopter, I’ve been looking on and off since I started playing this game, to no avail.
Southeast corner of the island, sticking out into the ocean, is a helicopter tour facility with four helicopters. You can either pay $150 to take the tour, or just walk up and hijack the helicopters.
It should be on your map…
You gotta go all the way around the building. Several or all sides look like they have an entrance, but only one side does, there’s a floating yellow chevron there signaling that you can go in. IIRC it’s the East side.
