H&K EFL flares

Anyone know where to get flares for a Heckler & Koch EFL Notsignalgerät?

This site says they are not sold in the U.S. I got mine in the '80s, and ISTR that imports of the flares were being discontinued. If I could get them in Canada (assuming they’re available there), would it be legal to bring them into the U.S.?

Are 19mm flares available in Canada? Can I bring them into the U.S.?
