Forget felt. I just can’t see a felt choker working.
For the shape and support, I recommend cereal boxes. The cardboard should be thin enough to cut and bend easily, but thick enough to do the job. The two end should meet at the back where the choker is thinner and a seam will be less noticable.To cover the cardboard, you have a multitude of choices-
black electrical tape
cut up black trash bags
cut up black vinyl from rain coats/ponchos or other sources.
The list of suitable black shiny things goes on and on.
No sewing is needed. Cut a band of trashbag/rain coat/ etc taller than the cardboard. Wrap the top over the cardboard and secure to the inside of the choker with duct tape. Carefully pull and secure the bottom the same way. Too baggy, too many wrinkles will look like crap. Too tight, and the material might tear. Attach a final bit of duct tape to the inside of one the back ends. Touch the ends together behind your neck and press down on the closing tape. Et voila.
Felt should work just fine.
Measure your neck with a tape measure and cut a piece of felt about an inch longer than that. Fold that in half, and place the plastic badge you have with the top of the badge along the top edge of the left. Cut the bottom edge of the felt at an angle, so that the back of the choker is narrower, and the front is at least as tall as the badge. Now sew on a piece of hook-and-loop fastener at the back (seriously, calm down, we’re talking three or four stitches and they don’t have to be neat stitches.) Attach the badge to the front center with hot glue, or if the badge already has a pin on it, even better.

I am just worried the cereal box option might be uncomfortable? But maybe I can manage to make it both ways and see which looks best and is comfortable?
I would think cardboard would be uncomfortable too, but you might as well try it. Also, you can buy a chunk of faux leather at the sewing store for pretty cheap, and that might have more body than felt, as well as giving you that leatherlike texture.
You could leave it a bit loose. Still, odds are very good that the felt will be more comfortable. However, while I have seen chokers of leather, rubber, plastic and metal, I have never seen one made of felt or with a felt exterior. My mind boggles at the thought of Felt Night at an BDSM club.
Er, yes, I would think you’d get much more than merely felt at a club like that.
If you want the stiffness and shape from the cardboard but are worried about the comfort just use the cardboard as a stencil and line the back with felt. Just hot glue it to the back of the choker. That way you have a soft fabric against your neck, much nicer.
Local fabric store
Get yourself a little piece of vinyl and a package of sticky-back velcro. I’d use a little tissue or something to make the pattern first and then just cut the vinyl and put the velcro on the back edges.
You could probably fasten the badge to the front with velcro, too, or just glue it.
thirdwarning Do you think vinyl would hold the shape and not fold over?

I am going to the fabric store today after work, so maybe I will just buy a little bit of each fabric and do multiple tests.
If you get the fit right it should work. You probably need to cut the neckline on a curve instead of straight to get it to sit properly.
The other thing you might try is some satin or similar fabric with some interfacing to give it some body. The people who work there will be able to help you, I think. (And interfacing comes in the iron on kind, so you wouldn’t have to sew it.) The velcro should still work to fasten the back.
I vote for a faux leather scrap from the fabric store. It should not be too expensive, and will give the look you’re after (I’m assuming). Velcro should do just fine. And iron on interfacing to put between the pieces of “leather” will give the collar the stiffness it needs, but it will still move with you (ie your neck wont’ be red and marked up from your costume at least!).
