Assuming I understand you correctly, yes, it would. That is, assuming that, for the sake of analogy, there are only two races just like there are only two political parties. If not, then your analogy is flawed.
Assuming it isn’t, you are just saying that all speeders and drunk drivers are being pulled over. You’re saying that race is irrelevant. Just like we’re saying that politics are irrelevant, since both parties are being “pulled over.”
Once you get rid of the false political slant, you can come up with a much more rational reason for why this happened. Here’s pretty much the real story, on a site as conservative as Yahoo! Finance.

There were more of them, but liberal ones got fast approval. No one outside of the government is any longer making the case that there wasn’t targeting, they are just insisting it wasn’t politically motivated. That talking point will also fall apart in short order.
