According to this, no. There was one other bill signed on the 20th, but it was signed by Obama in the morning.
Yes. On Jan 20 Trump signed a bill that provided Gen Mattis an exemption to a requirement that former military leaders must be out of the military seven years before taking up a civilian leadership position. Mattis had only been out about three years.
This waiver was a bill, specifically S. 84. The House voted 268-151 in favor. The Senate voted 81-17. Trump signed the bill on Jan 20, though Obama’s press secretary Josh Earnest had said Obama would sign it had it reached his desk in time.
This bill became Public Law No: 115-2.
