I use the most basic ringer on my phone. I find that most of the novelty ringers annoy the hell out of me. I have a flip phone, so I never really see the background, anyway.
I’m not a fan of gimmicky ringtones, but I do like to customise the background on my phone. I wouldn’t pay for it, though; Nokia provide a software suite that includes an image editor. I can crop and resize any image file from the web and transfer it to my phone by infrared.
I’ve got Always Look on the Bright Side of Life as a ringtone. Had to pay to download it but the tones which came with the phone were woeful. Money well spent.
I use www.MatrixM.com for all my cell phone modification needs. Well, that and www.s105.com - but that’s only for the Samsung s105. It might work for a different model phone, but I’m not at all sure that it does.
Between these two, I’ve spent exactly $13 on wallpapers, ringtones and games in the past six months.

Ah, yeh, I suppose you can for the latest generations. I’m still using the clunky old thing I got back around eight years ago, which has a handful of options I never bothered to learn. Hey, all I wanted was a basic in-case-of-emergency phone for my car and at the barn, and that’s what I got. Only cost 20 bucks, and I got 10 of it rebated because Verizon messed up my service turn-on. The monthly fees total around 33 bucks unless I make a lot of calls, which normally doesn’t happen.
The elderly critter still works fine, though, just like the decade-old Princess Touch-Tone iin my bedroom – and it’s almost as large and homely. Why toss them if they still work and meet my needs?
I’m wondering, though – what’s all this about backgrounds? Do your up-to-date phones have tiny monitor-type screens? I suppose they’d need them, if options include text messaging and the latest wrinkle, camera phones that can email pix.
No, I’m not a Luddite, just not feeling any need to keep up with the latest electronic toys. Nothing wrong with that, BTW – just not what floats my particular boat.
If you don’t have IR, Bluetooth, cables etc and don’t want to download anything, you can always edit a picture to fit the screen of your phone, save it as a jpg and then somehow stick it on a web server. Easy if you run a website, have a Livejournal etc.
You can then WAP it home (most phones with graphics have WAP) by typing the url on your phone. Find the url by right-clicking a picture and selecting ‘properties’. It’s a bit of a pain typing that thing, but all it costs you is call with a duration of a few seconds.
I’ve spent a good chunk of change on ringtones, downloadable images (mostly of my family), and downloadable games – if my phone’s CPU was a little faster, I wouldn’t need a Gameboy at all.
I spent $2.00 on Tetris when in NYC only because I was very bored waiting for some people to finish shopping (I was waiting in a subway station) and didn’t have a computer handy.

I’ve paid about .99 to $1.50 for ringtones- they last forever. I have In da club by 50cent as my ringtone. Also have Stitch as a screen saver but I havent figured out how to use it as a background.
I’ve been using them as well. They have a huge selection of ringers and pictures to choose from. They seem to rely on people sending them sound bits, etc. to share with everyone. Also if you don’t have a camera for your phone but have the capability to view photos, you can set up your own pictures and they will format them to your phone.
The amount you spend is up to you. You can set up an account and receive discounts (based on the $ amount you set up) or pay as you go. The ringers and photos do not expire and you can store them in your “locker” so you don’t have to keep them on your phone all the time. If you change your phone model you will need to buy them again. But if you loose your phone and replace it with the same model you just need to redownload them from your locker.
One thing to note is that you need to listen/view and order them through a computer and have them sent to your phone. AFAIK you can’t order them directly from you phone.
