help ID a 1940s era prototype car

I’ve seen b&w film footage of this car but can’t remember the name, and can’t find it googling.

It was a three wheel vehicle, one wheel in the back, could spin completely around on a city street and could steer perpendicular to the body of the car so it could pull sideways into a parallel parking spot. Also seated like 8 people.

Anybody have any clue what I’m talking about?

I would have guessed a Coventry Victor but it doesn’t seat 8. Was it of US or European manufacture?
