HELP ID this insect (wasp?)

It certainly looks like a wasp though it looks smaller than the common paper wasp. The contrasting color of its bright red head and its dark bluish body is quite interesting. I’ve searched the web and found this. But no one in the comments section was able to identify it.
Any idea?

On first review, it looks like a hymenoptera of the Asian wood-boring genus Euxiphydria.

It’s hard to identify but it looks like a Cicada Killer Wasp with a red head. This is the first time I saw that kind of wasp.

Cicada Killers are far larger than a common paper wasp. I’m sticking with the Asian sawfly, although I will not swear to the exact species.

Well, what we call cicada-killers here in North Americalook decidedly different. But other critters might be named that in other places.
