This will probably challenge even the most knowledgable in late-80’s rap music, as I only remember a little bit from the video.
It’s a white rapper, dressed in a suit, wearing a hat and glasses, and dancing with a cane (iirc). At one point in the video, I think he goes down to his knees or something, and I seem to remember his head being tilted sideways during this move… (perhaps to stay within frame?)
IIRC, it was near the same era as Humpty Dance, maybe a bit earlier…
I know it’s a long shot, but I have faith!!
The guy with the glasses may look a bit familiar, but the way I remember this video is a tall slim guy with glasses, in a suit and hat (fedora?) dancing with a cane in front of the band… do they have a video that matches that description?
As the resident 3rd Bass fan on this board, I’m going to fairly definitively declare that there is no video with the description the OP describes. Prime Minister Pete Nice appeared in the chair with the cane and occasionally bashed in the head of a Vanilla Ice lookalike.
When you say “dancing with a cane,” OP, what do you mean? Was he stepping (like Black frats - mostly Kappa Alpha Psi - do)? Was it a regular black suit?
I’m racking my brain trying to remember if there were any white rappers back in the day that physically resemble the OP’s description - I’m drawing a blank.

OP checking in, here, just to tell you guys that, 6 1/2 years later, I still haven’t identified the song in question, and 6 1/2 years later, it’s still bugging the crap out of me that I haven’t identified the song in question.
So I’m bringing back this zombie, in the hopes that:
the members who’ve joined since 2008 might have the answers to this ever-pressing conundrum
or 2) maybe someone from before might have remembered something.
A couple points to add to the (remembered) factishes:
The previously mentioned hat wasn’t a fedora. I think it may have been more like a bowler style hat.
Musically, it’s somewhere in the style spectrum that would include Rapper’s Delight as well as One Night in Bangkok. I don’t know if the latter would be considered rap, but one time a while ago when I heard ONiB on the radio, I thought for sure it was the song in question, until I saw the video and realized it was nothing like the video I’m trying to recall. (sorry, run-on sentence, I know.)
So, does the Dope have any more answers than in 08?
It’s the wrong year, and the front man is not white, but it has all the elements you’re remembering, just not in the way you’re describing. There are suits, hats, canes, and both black and white people dancing with said suits, hats, and canes. Cantaloop (Flip Fantasia) by US3. It’s the first thing I thought of, figured it’s worth a shot, as I have remembered many a video very differently from whenI saw it again years later!
Valiant attempt, but that’s not the song. IIRC, the lead guy was wearing an old style black suit and white shirt, and black-framed glasses. I don’t think the video was filmed in black and white, but seems to me it was a subdued color palette. He was dancing in front of the others in the video.

I listened to a lot of rap starting in 1979 with “Raper’s Delight” and on through the early-to-mid 90’s, but I rarely watched music videos.

The first impression I got from all the info was the Taco version of Putting on the Ritz. (※It’s an old 80’s video that has some blackface in it so if you’re offended by that sort of thing, please be forewarned.)

Just to get it out of the way…it’s not possible you’re thinking of The Humpty Dance is it? I know you mentioned it a few times to give a time reference, but other than being black, Shock G wore a hat, suit (leisure suit anyways), had glasses (with the nose that he made himself) and IIRC sometimes had a cane.
Longshot, probably wrong, just wanted to put it out there.
Also, from the beginning of this thread, I kept picturing Snow.
I thought it may have been MC Serch of 3rd Bass because he wore black-framed glasses, but I’ve been unable to find any videos of even photos of him wearing a suit.
