It’s for a visual trivia contest on another board. I’m allowed to seek help. 
Hmm. The Where picture is pretty innocuous. Thoughts-- first makes me think of something 1000-1300, maybe in England. Actually. . . probably later than that, or renovated (window shape, going all the way to the floor seems later). Not high Renaissance or Baroque era-- they’d use old school Antique order. So either Romanesqueish era or some medieval revival moment, like the 19th c. Doesn’t feel neoclassical enough to be a US government building. There’s something sloppy eclectic feeling about it to me. The windows and the arcade really don’t belong together stylistically. I’d say post 1800.
