I have a video file on my computer that I just can’t delete. It constantly says that a program has it open, when the file is obviously not in use (that I can tell). I’ve tried to reboot and delete it on numerous occasions, to no avail.
Any ideas?

rm -rf /
Seriously, boot into safe mode and you should be able to delete it.
OS? e.g. Win XP, OS-X…?
Type of video file? (AVI, WMV, MOV…?)
If the file is too big it takes some time to Windows to read it (this is different from open it). Select the file and wait 5 min, then try to delete it.
open up regedit.exe and head to the following key
HKEY_CLASSES_ROOT\SystemFileAssociations.avi\shellex\PropertyHandler
Delete the default value and close regedit.
