Help me ID and eliminate this plant

First, let me say that I am completely horticulturally illiterate! My gardening skills are limited to mowing the lawn.

Here and here are a couple photos of a climbing plant that I’m trying to get rid of in my yard. These were planted along the south facing edge of my house and grab onto the stucco as they grow. Back in the spring I cut off everything above the ground but left the roots and the plants quickly grew back. Today I’ve cut them down again but this time I’m digging into the soil to get at the roots. Some of the roots have been up to an inch in diameter - surprisingly substantial.

My questions are:
1- what kind of plant is this?
2- how much of the root structure do I have to get rid of to ensure that it won’t grow back?
3- the house is about 35 years old with a poured concrete foundation. Is it possible that the roots may have penetrated the concrete and caused any damage? There’s no past history of water getting in, as far as I know (I’ve lived here one year) and I’d like to keep it that way so if I’m better off leaving the roots alone, that is what I’ll do.

Well, it’s only supposed to go as far west as Manitoba, but it looks to me like you have Virginia Creeper.

I suggest something like this.

Yup, triclopyr is recommended for virginia creeper as is 2,4-D.
I’m having good results this year with 2,4-D. It’s killing the creeper, but not the associated day lilys.
