Help me ID this film about a British sociopath

It was on PBS IIRC. It was framed in the manner of him reciting his life story in the form of personal documentary. He was reciting all the people he had killed surreptitiously over the years, starting with his brother who he drowned when he was a child. He was a 50ish guy as he’s telling this history.

I wonder if this is A Sense Of History with Jim Broadbent. It’s a short film he made with Mike Leigh in the early 90’s. They used to play it on Bravo.
