Suzanne Somers doesn’t have a weird voice. But Victoria Jackson does.
I’m not sure this is who the picture is of (it’s very blurry), but the woman the OP’s brother was talking about, the woman in Scrooged who did NOT hit Bill Murray with a toaster, was Karen Allen. The woman who DID hit him with a toaster was Carol Kane.
“Bill Murray getting hit with a toaster” might be Carol Kane, they were in Scrooged together.
He knew that I’d get the reference with Carol Kane, and wanted to eliminate her right off the bat, but couldn’t think of her name. That would have been my first guess without that clue.
FWIW to me the photo looks like Cate Blanchett; but she does not meet the info from the text
The voice and blurry picture make me think of Ellen Barkin.

Seriously, could it be Marlo Thomas as a blonde? The eyes, the cheekbones, the overbite … and Marlo does have kind of a funny voice.
Also, she apparently has had a bit of cosmetic surgery in addition to having aged.
