Doubtful, unless the story is being misremembered. The vampire in The Night Flier doesn’t steal identities.

I asked about this one to no avail:

A guy with telekinetic powers goes to the president (?) and threatens to use them if his demands aren’t met. As he’s leaving the office, a guy on the other side of the door kills him with a head blow from a hammer.

That’s kinda sorta similar to a Joe Haldeman story about a scientist on the Moon who goes a little crazy when he’s fitted with cyborg limbs. No telekinesis and no President in it, though: More Than the Sum of His Parts - Lightspeed Magazine
