(Apologies for the poor quality). It’s a bald man, with a cross painted on his forehead, wearing a yellow/golden robe of some sort. He appears along with a supporter of Sheffield Wednesday and Wednesday Addams, so that probably provides a major hint as to his identity - but I can’t place him precisely.
Any clues would be most appreciated.

I don’t think he’s supposed to be a specific character so much as a representative of a group, similar to the Sheffield Wednesday fan you mention. The cross on the forehead indicates that he’s participating in the Catholic ritual of “Ash Wednesday.” I trust the common thread here is apparent.
Whatever you hope to win with this info, I only hope you’ll have the good grace to offer me a cut.
The screenshot is from “The Mark Steel Lectures” on Freud. He’s one of the three members of The Wednesday Club, along with the Sheffield Wednesday supporter and Wednesday Addams. He is therefore connected to “Wednesday” in some fashion.
