Ah ok, this is not going to be very helpful.

I got it, but not sure exactly how.

For whatever reason, I worked from the bottom up.

I’ll use letters for rows and numbers for columns:

[spoiler]You can work on the bottom two rows, D and E, essentially in isolation and I guess if you wanted to start at the top you could do those two in isolation. The other three rows can be done without disturbing the bottom two.

Once I got the bottom two rows done I rotated the top three so that position B2 and B4 were correct. You can now rotate around position B2 and B4 without disturbing them. If you want to rotate around position B3, make sure you rotate through 180º so that B2 becomes B4 and vice versa.

I did get to a point where it was all correct except line A and C were transposed. It was relatively easy to move them so they were correct, it required position B3 to be rotated through 180º.[/spoiler]
