The attack and its repercussions
On Feb. 18, 2005, Mitchell Kato was playing in his yard on Contentment Lane west of Delmar when he was approached by four dogs.

The dogs – two pit bulls and two English bulldogs – attacked the boy. They disfigured his face, peppered his body with bite marks and left him with no ears.

A Delaware State trooper killed one dog. The remaining three dogs were eventually rounded up and euthanized.

In May, the Delaware Attorney General’s Office chose not to charge or cite the dogs’ owner, Kevin Dykes, because there was no indication the animals had a history of violence before the attack.

Dykes could not be reached for comment.

However, the Mitchell Kato mauling last February and an attack on a 3-year-old girl by a pit bull in New Castle County two months ago – along with the death of another little boy from a dog attack in 2002 – have again brought up the issue of how to best control dogs or any other animal with a potential to be vicious

That poor child. I hope this does lead to stricter laws, for all dogs–no dog should be out running free without the owner at least close by or on a leash(I mean the dog, not the owner!). Actually, I think that dogs should only be allowed to run in designated areas (in urban and suburban settings. But even in rural areas, dogs shoud be trained and monitored).
Glad to see his spirit is optimistic.
