Hot tubs, strong chlorine smell means not enough?

I was told that if you smell a strong chlorine odour in a pool, hot tub or even drinking water that there is not too much chlorine in it but not enough. All this time using hotel hot tubs I though I was reasonably safe because so many of them had a very strong chlorine smell. Anybody know if this is true?

Actually the smell comes from the Chlorimines which are combined chlorines bonded to contaminants in the water. Adding chlorine or some non-chlorine types of treatments will free up the chlorines and reduce or eliminate the chlorine-ish smell.
I just bought a home with a hot-tub in it and I had to learn all of this recently.

There is an easy way to tell - there are test kits to show if there is enough chlorine in the water.

I don’t have my own hot tub and I don’t want to test every hotel tub but I just assumed that the stronger the smell the more chlorine was in it. Now I know, if it stinks, stay out.
