Secondly, this could be a way for McCarthy to get the exact number of Reps present so he know how many votes he needs, in this case 176 and not the 218 if all members are present.

They wouldn’t vote for Jeffries, but if you get enough of them, they’d just have to “forget” to turn up for a vote and suddenly 212 votes becomes the majority. Their constitutents wouldn’t forgive a vote for a Democrat but they likely wouldn’t remember who was or wasn’t in the room when it happened (to borrow a phrase).

I don’t think it is failure to count. I think, quite the opposite, is that he did the count before the opening and still doesn’t have the numbers.
