How can I limit the Bandwidth computers on the network receive?

i have a bro that down loads and up loads way to much and cant get on my xbox when the up/down load is at d01.12 U0.38 there is just not any power left for me when we are paying for 10.00 down and 2.00 up, is there a program where i can limit the bandwidth he gets?

Bandwidth quotas need to be configured at the router. Not all routers support this feature; most embedded home units do not have bandwidth limiting built in.

This is true, but, depending on the home router, you may be able to replace the firmware and get that feature. What is the make and model of your router?

Another way would be to set up your system where he is actually going through a dedicated computer, with the bandwidth quota handled in software. Or you could just install a program on his computer that can limit bandwidth, if you can get him to agree with it.

get us a router model, some home grade models do support something called QoS (quality of service). This may require a firmware update but there are firmware packages from linksys for something as common as the old wrt54g to support it. It allows you to flag mac addresses as priority traffic normally used to keep voip working smoothly. By putting you xbox mac as a priority it should shift bandwith in your favor as needed while allowing others to run full speed as long as you are not using your xbox.

Tell him to turn his downloads off while you’re playing. Some programs also have a scheduler system which can be used to limit bandwidth while uploading/downloading or alternatively only download at specific times.

I’m not sure that I’ve correctly understood you but I think you have two problems:

1 - Your brother is using so much bandwidth that it is affecting your online games.

2 - You are not getting the bandwidth for which you are paying.

Others have answered the former problem but the latter one is the more serious - resolve that and you may find the former issue resolved too. Are you on cable or ADSL? If the latter, your contract will say ‘up to…’ because your maximum bandwidth is proportional to the distance you are from the exchange due to signal attenuation. Further, your bandwidth will be being shared with people outside your home, so you might be able to cajole your ISP into putting you in a group of low-bandwidth users. Further, if your brother is using a P2P client, many ISPs will throttle (slow down) your connection or put you with a group of high-bandwidth users.
